The rise of “the rest,” especially China, has triggered an inevitable transformation of the so-called liberal international order. Rising powers have started to both challenge and push for the reform of existing multilateral institutions, such as the International Monetary Fund, and to create new ones, such as the Asian Infrastructure Investment Bank. The United States under the Trump administration, on the other hand, has retreated from the international institutions that the country once led or helped to create, including the Trans-Pacific (...) Partnership ; the Paris Agreement; the Iran nuclear deal; the Intermediate-Range Nuclear Forces Treaty; the United Nations Educational, Scientific and Cultural Organization ; and the United Nations Human Rights Council. The United States has also paralyzed the ability of the World Trade Organization to settle trade disputes by blocking the appointment of judges to its appellate body. Moreover, in May 2020, President Trump announced his decision to quit the Open Skies Treaty, an arms control regime designed to promote transparency among its members regarding military activities. During the past decade or so, both Russia and the United States have been dismantling multilateral arms control treaties one by one while engaging in new nuclear buildups at home. (shrink)

As part of the roundtable “International Institutions and Peaceful Change,” this essay examines the role of institutional soft balancing in bringing forth peaceful change in international relations. Soft balancing is understood as attempts at restraining a threatening power through institutional delegitimization, as opposed to hard balancing, which relies on arms buildup and formal alignments. We argue that soft balancing through international institutions can be an effective means to peaceful change, spanning minimalist goals, which aim at incremental change without the use (...) of military force and war, and maximalist goals, which seek more profound change and transformation in the form of continuous interstate cooperation aimed at a more peaceful and just world order. However, the success of soft-balancing strategies in fostering peaceful change varies widely, even in today's globalized and institutionalized international environment. We explore these variations and identify three conditions for success that can inform both academic analysis and political practice: inclusion, commitment, and status recognition. We draw lessons from two historical examples: the Concert of Europe in the early nineteenth century and the League of Nations in the early twentieth century, and discuss how current threats to the liberal international order challenge soft balancing for peaceful change. Background The use of lengthy, detailed, and complex informed consent forms is of paramount concern in biomedical research as it may not truly promote the rights and interests of research participants. The extent of information in ICFs has been the subject of debates for decades; however, no clear guidance is given. Thus, the objective of this study was to determine the perspectives of research participants about the type and extent of information they need when they are invited to participate in (...) biomedical research. Methods This multi-center, cross-sectional, descriptive survey was conducted at 54 study sites in seven Asia-Pacific countries. A modified Likert-scale questionnaire was used to determine the importance of each element in the ICF among research participants of a biomedical study, with an anchored rating scale from 1 to 5. Results Of the 2484 questionnaires distributed, 2113 were returned. The majority of respondents considered most elements required in the ICF to be ‘moderately important’ to ‘very important’ for their decision making. Major foreseeable risk, direct benefit, and common adverse effects of the intervention were considered to be of most concerned elements in the ICF. Conclusions Research participants would like to be informed of the ICF elements required by ethical guidelines and regulations; however, the importance of each element varied, e.g., risk and benefit associated with research participants were considered to be more important than the general nature or technical details of research. Using a participant-oriented approach by providing more details of the participant-interested elements while avoiding unnecessarily lengthy details of other less important elements would enhance the quality of the ICF. DURBIN University of Delaware Newark, Delaware I N 1986 I published a survey of some then-recent works in academic philosophy of science, primarily in the United States (The Thomist 50/4 (Oct. 1986): 689-700). My theme was continuity amid change, with a secondary focus on the diversity of philosophers' discussions of science-a diversity much greater than many academic philosophers of science (...) were then admitting. In my earlier survey, I conceded that one recent contribution, by Ronald Giere, represents something genuinely novel in philosophy of science. I was concentrating there on an early adumbration, in article form, of Giere's new approach, which-following W. V. Quine-he has dubbed "naturalized philosophy of science." Giere soon produced a book length version of this approach, Explaining Science: A Cognitive Approach (1988), and it is with that book that I want to begin my survey here. Giere says that from the beginning of his graduate studies in philosophy he had been " troubled... because philosophical discussions of induction seemed so remote from scientific practice as [he] had known it (Explaining Science, p. xv). But, twentyfive years later, his skepticism had increased markedly: From this skepticism, and some fortuitous encounters with work in cognitive science, Giere quickly went on to perceive the I began to lose my faith in the general program.... My skepticism progressed to the point that I now believe there are no special philosophical foundations to any science. There is only deep theory, which, however, is part of science itself (p. xvi). 655 656 PAUL T. DURBIN outlines of his new naturalized philosophy of science. This involves the view that, in general, " cognitive agents... develop representations of the world and make judgments about both the world and their representations of it." And, in particular in Giere's view, "scientists [are] cognitive agents and... scientific models [are] a special type of representation" (pp. xvi-xvii). Philosophy of science is not exactly expendable, but its task becomes one of understanding what scientists do, not of providing rational foundations for it. Later, Giere is even more explicit about the rejections this naturalized approach entails. It means, he says, giving up philosophical definitions of rationality, where he explicitly mentions Karl Popper and Larry Laudan-with their conflicting definitions of rationality-as examples (p. 8). And Giere equally forcefully repudiates other alleged philosophical foundations, whether empiricist, positivist, Kantian, etc. (p. 15). What Giere includes in his approach is an evolutionary naturalism (with debts to Donald Campbell and George Gale, among others), openness to social influences on cognitive resources, and close parallels with " traditional [internalist] historians of science " (p. 19). However, Giere goes on, "evolutionary models of scientific development recommend some changes in the way the history of science is conceived," moving it in the direction that "social historians" have moved for other reasons: "To see the processes of variation and selection at work, one must look at many members of a research community, including those who are unsuccessful" (p. 19).1 Despite Giere's repudiation of "over fifty years [of] philosophy of science " in which its practitioners " have labored to·elucidate the nature of scientific theories and the [rational] criteria for choosing one theory over others " (Explaining Science, 1 An approach very similar to Giere's (in my opinion) has been provided in David Hull's Science as a Process: An Evolutionary Account of the Social and Conceptual Development of Science (1988)-though Hull makes no use of cognitive science models, and his examples are from the history of biological research communities. The biographical chapter presents Wright as an attractive character among devoted friends and also as a solitary, original scientist. Wright's primary achievement was to apply utilitarian principles to Darwinian natural selection theory. Since Darwin himself made no such attempt, nor did John Stuart Mill, and since Darwin showed an evident interest in Wright's attempt, this represents (...) a major contribution to evolutionary theory. On the negative side, too, Wright was incisive in his criticisms of Spencer, Mivart, Hamilton, Mansel, and Lewes. The pragmatic strains in Wright's philosophical method were incidental to his primary interest in showing that sciences are metaphysically "neutral." But his influence on Peirce and James was direct and strong, both on their cosmological and methodological doctrines. He deserves to be mentioned as the prime mover in this trinity of early pragmatism and naturalism, but since his own writings were relatively few and scattered, his historical importance rests largely on the use which Peirce and James made of his ideas and the development which they gave to his philosophy. The U.S. Food and Drug Administration's rationale for supporting the development and approval of BiDil for heart failure specifically in black patients was based on under-powered, post hoc subgroup analyses of two relatively old trials , which were further complicated by substantial covariate imbalances between racial groups. Indeed, the only statistically significant difference observed between black and white patients was found without any adjustment for potential confounders in samples that were unlikely to have been adequately randomized. Meanwhile, because the accepted (...) baseline therapy for heart failure has substantially improved since these trials took place, their results cannot be combined with data from the more recent trial amongst black patients alone. There is therefore little scientific evidence to support the approval of BiDil only for use in black patients, and the FDA's rationale fails to consider the ethical consequences of recognizing racial categories as valid markers of innate biological difference, and permitting the development of group-specific therapies that are subject to commercial incentives rather than scientific evidence or therapeutic imperatives. This paper reviews the limitations in the scientific evidence used to support the approval of BiDil only for use in black patients; calls for further analysis of the V-HeFT I and II data which might clarify whether responses to H-I vary by race; and evaluates the consequences of commercial incentives to develop racialized medicines. We recommend that the FDA revise the procedures they use to examine applications for race-based therapies to ensure that these are based on robust scientific claims and do not undermine the aims of the 1992 Revitalization Act. Kant distinguishes between autonomous and heteronomous agents. Because Kant is concerned with the nature of moral action, not its consequences, he isn’t concerned with whether autonomous agents achieve better outcomes than heteronomous agents. And yet, the question about the expected outcomes of the different types of agency is an interesting one to pursue, for it is not obvious up front which type of agent would achieve better outcomes. This paper uses game theory to explore and begin to answer this question. (...) We present a game theoretic examination of five forms of heteronomy and their corresponding forms of autonomy. We show that across a significant range of interactive situations agents who have the autonomy to choose between selfishness and either empathy or altruism achieve expected material payoffs equal to the maximum expected material payoffs of the corresponding heteronomous agents. We also show that across the same range of interactions agents who have the autonomy to choose between a deontological moral law and selfishness, empathy, or altruism achieve higher expected material payoffs than the corresponding heteronomous agents. It purports to be about Peirce's opposition to nominalism, but it never states clearly what nominalism is and says little about Peirce's realist alternative. It contains no historical discussion of nominalism and thus does not explain the relation of Peirce's idiosyncratic use of that term to its original meaning. It ignores the secondary literature on that topic and does not even list Rosa Mayorga's highly relevant 2007 book, From Realism to (...) Realicism [sic], in its Bibliography. Nor, despite nominalism's alleged 'threat,' does it make reference to such important recent nominalists as Nelson Goodman or W.V.O. Quine. Indeed, after page one, there is hardly any.. (shrink)

What exactly does an android experience? Could an android have experiences as rich as humans, or are there limits? The Westworld T V series (Jonathan Noland, 2016- ) offers the opportunity to explore philosophical questions related to human and android experiences through its depiction of a fictional Wild West theme park with androids playing the main characters. Among the most fascinating scenes in the Westworld TV series are the interviews between the android characters Bernard Lowe and Dolores Abernathy. These interviews (...) occur in a windowless room and appear to portray Dolores at different stages of her development, though what comprises this development is not revealed to the viewer. It’s probably a good guess that Dolores’ development consists in software upgrades as well as her own learning episodes—her own learning history. There are a host of interesting questions that could be raised about the meetings between Bernard and Dolores, about her software updates and her learning history, but there are particular, philosophical questions about what Dolores experiences that I would like to focus on in this essay. These questions have to do with possible limits to her experience, and whether these limits correspond to limits we—intuitively, at least—apply to human beings. (shrink)

Adequate interpretation of this topic requires understanding the traumas inflicted upon Africans sold into slavery, their existential predicaments before and (...) after emancipation, and the ongoing plight of their descendants whose psyches have been indelibly scarred by this traumatic history. Johnson avails himself of the resources of philosophical theology, psychoanalytic theory, and literary criticism to argue his thesis that African American religion expresses a tragic vision of reality. Besides providing an illuminating analysis of the traumatic experience underlying this religious vision, Johnson presents a compelling constructive proposal as to the broader implications of his thesis for Christian theology at large.As a student of David Tracy and Langdon Gilkey, Johnson sees the necessity for rigorous philosophical reflection in theology. Because the spirituality of the black church stands in some real tension with the traditional theological categories inherited from Europe, Johnson proceeds with “a phenomenological orientation grounded in a philosophical hermeneutical approach” that allows him to excavate the traumatic experiences informing this spirituality (4). He skillfully uses the concepts of mourning, loss, longing, and desire developed in psychoanalytical theory to probe the significance of trauma for grasping the dynamics of African American spirituality. He engages literary criticism and argues convincingly for a distinction between “tragedy” as a literary genre and the tragic vision it articulates. Indeed, the tragic vision is prior to tragedy. The tragic is not the encounter with meaninglessness per se but “the always already aesthetic representation of the encounter, which preserves its terrible truth in a transfigured vision of reality” (6). This vision affirms life while facilitating “the recognition and embrace of the darker, more fundamental truths of life” (7).Cognizant that other theologians have declared the incompatibility of Christian faith with a tragic vision of reality, Johnson believes otherwise. He insists that the tragic is fundamental to human experience as such, although it is frequently evaded by strategies of foreclosure—including those of Christian theology—that falsify the experience. Yet the distinctive thing about the black religious experience is the way African Americans made the Christian faith [End Page 215] their own by transforming it at a deep spiritual level through their tragic vision. Mildly critical of previous formulations of black theology, Johnson contends that this involved much more than the affirmation that God cares about the sociopolitical liberation of oppressed people. The Christian tragic vision of the black experience offers the possibility of a new basis for “theology in an African American key” (6). Since he understands himself primarily as a Christian theologian, however, Johnson addresses an audience consisting of more than fellow black theologians. He rightly highlights a profound truth that white theologians have largely failed to grasp: the contribution of the black church “transcends the confines of African American culture to speak meaningfully to a Christian faith struggling to remain viable in a meaningful way” (10).James Cone once issued this challenge: “Why don’t white theologians make racism their issue?” White theologians who ponder Johnson’s book will begin to understand the full import of this challenge: by opening ourselves unreservedly to the pain of our black sisters and brothers, we may discover anew the meaning of that genuine humanity to which the gospel summons all people. TisoA retreat program designed by the participants in the ongoing Ch'an/Zen-Catholic Dialogue explored the dialogue of religious experience and the dialogue of life, set amid the redwoods of Guerneville, California. The 28–31 January 2009 meeting was cochaired by the Rev. Heng Sure of the Berkeley Buddhist Monastery and the Institute for World Religions, Berkeley, California, and by (...) Most Rev. John C. Wester, Bishop of Salt Lake City, Utah.Sr. Mary Ann Donovan of the Jesuit School of Theology, Berkeley, led an experience of lectio divina based on John 15:1–17, Jesus's simile of the vine and the branches. Rev. Victoria Austin of the San Francisco Zen Center gave an "encouragement talk," which would typically be delivered to Zen retreatants. She referred to the Gospel passage, noting: "We don't prune the vine because it is dead, but because it has the capacity to be fruitful. We don't purify the mind to get rid of dirt, but to return to the mind's original purity, which is the source of our conscience and is the true life within us." Rev. Jan Chosen Bays of Great Vow Zen Monastery in Oregon observed that "Vows make our life energy more focused, keeping us from losing purpose and meaning. Vows prune away unnecessary things. When we ask for help with the challenge of being faithful to our vows, we call up and encounter unexpected sources of support and 'grace.' "The Ch'an Buddhist presentation focused on meditation experience, which was described as "recovering the natural state of the mind." Prof. Martin Verhoeven of the Pacific School of Religion pointed out that in meditation "we are returning to the origin, not moving forward to 'gain something.'" Linking ethical engagement with contemplation, he said, "When the mind of a meditator is motivated to act out of genuine compassion, its action is accurate and correct. Action is neither driven nor obstructed by ego or sentiment." These comments resonated with Rev. Heng Sure's presentation on the statement on the environment from the recent Gethsemane III conference "Simple and Sufficient," in which Buddhist and Christian monastics embraced an ecologically valid way of life. Urging the group to notice the connections between contemplation and ethical action, Bishop John C. Wester commented: "This [End Page 145] work embodies mercy by lifting people up; it embodies justice as it arises out of our common humanity."Because of the financial challenges that all three sponsoring institutions are facing, it was decided to conclude formal sponsorship of the Ch'an/Zen-Catholic Dialogue with this meeting. However, participants agreed to work together to reconstitute the dialogue regionally. A steering committee was designated to undertake new logistical arrangements and to draft a narrative of the previous seven years of dialogue for posting on our respective websites. The objective of this work is to establish a relationship between the cutting time in rocks, determining a speed and the point load strength index test, Is, to characterize the rock in terms of resistance and avoid sending samples to laboratories. As a first stage, on andesite samples, 5 x 5 x 10 cm test tubes were made. After the elaboration they were subjected to cutting, using an electric floor cutter and the time was evaluated. This cut was made in (...) a transversal way and two parts were obtained, one of them with dimensions 5 x 5 x 5 cm, approximately. In a third stage, the point load strength test was carried out in a press built for this purpose. Finally, the cutting speeds were correlated with the point load test values and only when rock samples do not pigeonhole on the proposed relationship, send them to the laboratory. Way back in the 1980s corporations began collecting, combining, and crunching data from sources through-out the enterprise. This approach was widely accepted as a methodology that provides objectivity and trans-parency in decision-making. Good processing of the garnered data paved way for improved analysis of trends and patterns leading to better business and increased profit margins. Corporations began investing in collect-ing, storing, processing and maintaining enterprise wide data. The focus was always on the quality of data and the process of converting (...) it into knowledge that enables right decisions. It was soon realized that a wide range of personal biases has an impact on the way decisions are made. The entire process is replete with ethical dilemmas. This paper provides a framework to understand the interplay of data, information, personal biases, ethics and decision-making. This approach is suitable for every individ-ual, team, organization or a nation. Several years of turmoil in South Africa make it imminent for it to take a fresh look at the way data is transformed into knowledge.
